ENISA — Startup Loans
Spanish State
ENISA (Empresa Nacional de Innovación) provides subordinated loans to Spanish startups and SMEs with innovative projects. Flexible terms, no collateral required. The main state-level instrument for early-stage companies.
Suited for: Incorporated Spanish companies, 1–10 years old, with a business plan and some revenue traction.

Horizon Europe
European Union
The EU's main R&D funding programme. Highly competitive but transformative for companies with genuine innovation. SME Instrument (now EIC Accelerator) offers non-dilutive grants of up to €2.5M plus optional equity investment.
Suited for: Deep tech, sustainability, health, and digital companies with strong R&D component.

Next Generation EU (PRTR)
EU / Spanish Government
Spain's portion of the EU recovery fund is being channelled through digitalisation and sustainability programmes (PERTE, REINDUS, MOVES, etc.). Several open calls target SMEs and innovative projects in priority sectors.
Suited for: Businesses in digital transformation, sustainability, tourism innovation, and green energy.

CDTI Innovation Grants
Spanish State (CDTI)
The Centro para el Desarrollo Tecnológico Industrial supports R&D projects from Spanish companies. Grants for Innovative SMEs (Neotec) and development project loans are the most relevant for startups.
Suited for: Technology companies with R&D projects and at least partial Spanish operations.
Deadline: Neotec: annual call (usually spring); others rolling
Govern Balear — IDEIB Programmes
Balearic Regional Government
The Institut d'Innovació Empresarial de les Illes Balears (IDI) runs regional support programmes for Balearic SMEs. Includes digitalisation grants, internationalisation support, and innovation vouchers.
Suited for: Businesses registered and operating in the Balearic Islands.

Palma City Council Business Aid
Palma Ajuntament
Local business support from the Palma municipality. Focuses on shop renovation, local employment creation, and economic activation. Less publicised but less competitive than national programmes.
Suited for: Physical businesses operating within Palma city limits.

Grant applications are time-intensive and competitive. A specialist grant consultant or innovation agency typically charges 5–10% of the grant amount on success — often worth it for larger programmes.

Mhub Accelerator
Travel & SustainabilityMallorca's main accelerator programme, run through the Mhub innovation hub. Focused on startups in tourism technology and sustainable innovation. Offers mentoring, coworking access, and investor introductions.
Equity: Programme-based — varies
Lanzadera (Valencia)
General / Spanish marketSpain's leading startup accelerator, based in Valencia but accessible to Mallorca-based companies. Juan Roig's accelerator has a strong track record and a large alumni network. Worth the mainland trip for the right stage.
Equity: Small equity stake for selected companies
EIC Accelerator (European)
Deep tech, greentech, healthThe European Innovation Council accelerator offers up to €2.5M in non-dilutive grant funding plus optional €15M equity investment. Highly selective (5% acceptance) but transformative. Applications open to EU-based companies.

Wayra (Telefónica)
Tech & DigitalTelefónica's corporate accelerator with a Madrid hub and portfolio companies across Spain and Latin America. Particularly relevant for B2B tech companies that could benefit from Telefónica's infrastructure and distribution.

Legal framework
Key laws and structures relevant to businesses in Spain.
Ley de Startups (2023)
Spain's Startup Law introduced significant benefits: reduced corporate tax (15% for the first 4 years), facilitated stock options, extended R&D deductions, and the Digital Nomad Visa. A major step forward for the ecosystem.
Beckham Law (Régimen Especial)
Foreign professionals moving to Spain can opt for a flat 24% income tax rate on Spanish-source income for up to 6 years. Must be applied for within 6 months of registering as a resident. Particularly relevant for high earners and DNV holders.
Company Formation (SL)
A Sociedad Limitada (SL) is the Spanish equivalent of a limited company. Minimum capital is €1 (post-2023 reform, down from €3,000). Formation takes 1–4 weeks via notary. A gestor handles the process for €500–€1,500.
Free Zone (Zona Especial Canaria)
Note: the ZEC special tax regime applies to the Canary Islands, not Mallorca. The Balearics operate under standard Spanish tax law — no equivalent special economic zone exists here.
